Chad Dornsife believes that most traffic control is revenue-led. In the UK, we suffer revenue-led legislation based on no evidence. In the US, the individual can challenge attempts to impose statute. Belatedly, the internet is helping focus people power in the UK. But, says Chad (referring to 'research studies' that back new speed limit enforcement by average speed cameras), "there is always a correlation between the findings and the funding".
